kevin-williamsKevin has 17 years of experience in programme management, carbon markets and energy efficiency. He has a deep knowledge of the European, Asian and US carbon markets, from mandatory cap & trade schemes to carbon credit project developments under the Kyoto mechanism. Kevin has recently launched TBL Ltd, where he has already secured a role as Non Key Expert on Registries and Market Oversight on the China ETS Europe Aid project. Kevin’s clients have included UK Government, World Bank, Norwegian Government, and Californian Resource Board (CARB). His clientele also includes FSTE 1000 companies based in the UK and Overseas. Most recently Kevin was Project Director at Verco, where he won and directed the Partnership for Market Readiness World Bank project in India. Kevin led a review of international policy approaches to demonstrate lessons learned that are applicable for India, as well as help develop a comprehensive roadmap for a future data management and GHG registry.

Prior to working at Verco, Kevin was a manager in KPMG’s Climate Change & Sustainability advisor teams, leading and developing carbon optimisation service lines (Globally for Oil Gas & mining sectors) and supporting International Governments on the design and implementation of Market Based Mechanisms. While at KPMG, Kevin won and delivered high profile projects with Guangdong ETS helping to build capacity, share expertise to allow them to finalise market rules and build key technical capacity with system stakeholders. While at KPMG, Kevin provided keynote speeches on the EU ETS and aspects of carbon trading systems in Beijing, Chongqing and to Chinese delegations visiting the UK from the seven ETS pilots.

Prior to KPMG, Kevin spent Seven years operational and strategic delivery of EU Emissions Trading Scheme (EU ETS) and Kyoto Registry for United Kingdom (UK) Government and Electronic Workflow Automation Project (ESSWAP). During this time, he also took on high profile roles for Government, such as Interim manager of “Greenhouse Gas Registry for Emissions Trading Application” (GRETA), UK representative on the UNFCCC Change Advisory Board (CAB) for registry software and supporting procedures, representative on the UK Auctioning board for Phase II & III EU ETS allowances. Kevin also chaired UK Government Traders forum with the City of London, looking at efficiencies and market oversight in the carbon markets. Kevin also led a project with Serious Organised Crime Agency (SOCA) to mitigate threats against the UK Carbon Trading Market; with a key outcome being a law enforcement knowledge paper and stakeholder workshop with International and European Carbon policy and Law enforcement bodies. Kevin also provided the vision and direction around reducing burden on industry by leading the move from paper based system to ETSWAP platform, he also supported the EU Reporting Language (XETL) Task force within DG CLIMA.

Kevin also has an MSc in Project Management and before the Environment Agency, was Project Director of complex engineering projects in both the Automotive and Aerospace sectors, with over 10 years experience, where he is also trained a Lean practitioner. Kevin is enrolled on the World Bank PMR expert roster as MRV, Registry and Market Oversight Expert.
